American Comics: BOSS Invasion
#497 - Rebuilding S.H.I.E.L.D.
Qi Shan glanced at the briefing, a sneer twisting his lips, and casually tossed the tablet aside.
Still dreaming of a counterattack? You should all just tremble in fear.
In reality, with Qi Shan's skills, replacing the upper echelons of a country wouldn't be difficult.
However, simply replacing personnel wouldn't change their political leanings.
In this world, the greater cosmic consciousness ensures that the United States government consistently harbors animosity towards mutants, regardless of how many times they've saved the day. They remain a persecuted class.
If it weren't for Charles suppressing things from within, Earth would likely have been destroyed countless times by enraged mutants.
Qi Shan's initial goal was to acquire this world's population advantage, converting them into troops for the Marvel world using prosthetics, to combat the inevitable invasion of Thanos in the future.
Government organizations were the biggest obstacle for Qi Shan. Over 100 countries, each acting independently, meant the United Nations could only do so much.
They needed external pressure to force these countries to willingly establish organizations like the World Security Council.
Once a transnational power structure was in place, Qi Shan could use his old tricks, like seizing S.H.I.E.L.D., to grant the new Sky Eye Society global privileges.
Clearly, the timing wasn't right yet. Only by suppressing these proud, powerful nations would they listen to proposals for a joint organization.
This wasn't The Wandering Earth; a global unified government was unlikely, but a World Security Council was very possible.
The plane landed on the helipad, and Wolverine and Qi Shan stepped out.
"So, this is the current mutant base?"
Wolverine was surprised, though his face remained impassive.
From the moment he appeared, he maintained a serious expression, never smiling, only occasionally erupting in anger.
He cursed and grumbled, his actions were crude, and he was quick to kill, never mincing words even with friends.
That was Wolverine's trademark.
Earlier on the plane, Qi Shan had explained the current world situation and the circumstances of the Doomsday Self-Help Organization in detail.
Wolverine maintained the same expression throughout, but Qi Shan could sense his confusion; he had clearly lost his way.
Moreover, with the world in chaos and everyone hiding underground, the skies were almost entirely controlled by the Roachmen. While Wolverine wasn't afraid, dealing with swarms of them was still a headache.
If he still had his Adamantium claws, he could slice through the Roachmen like cutting vegetables, but with bone claws, his combat power was reduced by more than half.
Salvador had been promoted from training class teacher to head of the training department, with a dozen teachers under him constantly training new mutants.
Qi Shan had also fulfilled his promise to help them rescue their families, but ordinary humans couldn't reach this base. They were housed in another base, and the amazing teleportation platform eliminated any sense of distance. As long as they weren't on a mission, mutants could return home and reunite with their families.
Of course, to incentivize them, the living standards of their families were directly linked to the mutants' job performance.
With Alice's centralized control, the base's prosperity was steadily increasing.
All sorts of mutants, wearing uniform clothing, came and went.
They hurried about, either discussing missions or reviewing documents.
Several counters had large queues of mutants, presumably handling some kind of business.
These mutants were all very energetic, a far cry from the despondency of the doomsday survivors.
Moreover, their busy state gave Wolverine a sense of being in the CIA, which surprised him.
"That's right, this is our current base. The number of mutants should exceed a thousand now, and it's still increasing daily.
The organization's purpose is to help more mutants survive this disaster and carry the torch of civilization to build a new human civilization centered around mutants in the future.
From the current situation, we're progressing smoothly. Various countries are overwhelmed by the Roachmen, too busy trying to escape to even notice us."
Qi Shan glanced at Wolverine and said, "If the plan can be completed successfully, you might become a hero of mutant civilization!"
Wolverine frowned: "I hate that word!"
Qi Shan clapped his hands. "In short, mutants will live well. They will become the dominant force in society, the backbone of the human world. Everyone will be proud to have their X-gene activated, instead of rejecting it. What do you think of this future?"
"Not much!" Wolverine paused, then slowly said: "It's a hell of a lot better than this sh*t era."
"So what do you think? Will you stay?"
Wolverine didn't speak.
Qi Shan smiled, knowing that was a yes.
In fact, Qi Shan had obtained Wolverine's healing factor back in the Old Man Logan dimension.
Dr. Gero had even added it to Cell's genes.
For him personally, it wasn't of much use, but Wolverine was, after all, a symbol of the X-Men.
It was best to get him on his side first, to prevent him from running around and interfering with his plans.
If he were to encounter the artificial human forces disguised as red Roachmen, it would definitely be a lot of trouble.
The artificial human forces' base was now under preliminary construction.
Since the Washington D.C. area had already been dealt with, Qi Shan wouldn't hold back and directly started the follow-up plan.
On one hand, he controlled the artificial human forces, using reality-warping technology to disguise them as red Roachmen and continue attacking government personnel.
On the other hand, through personnel he controlled within the United Nations and several major countries, he submitted the proposal for the World Security Council.
In the current environment of natural disasters, almost no country opposed this proposal, and it was smoothly passed.
Each country occupied a seat, with voting rights on major events, and the five permanent members of the Security Council were responsible for daily operations.
The purpose of the World Security Council was to deal with the Roachmen disaster.
Driven by Qi Shan's various means, a small team split from within the CIA, and with this as the core, personnel from the intelligence agencies of various countries were added, quickly constructing a new transnational power organization.
The organization was named S.H.I.E.L.D., and Qi Shan, who had facilitated the entire organization, was appointed as the first director of S.H.I.E.L.D.
