The number of instructions in an instruction system is limited by the number of bits of the instruction opcode. If the opcode is 8 bits, the number of instructions is at most 256. The width of the instruction is difficult to increase. Intel's solution is to expand the opcode. The operation code is followed by the address code, and some instructions do not use the address code or only use a small amount of the address code. Then, the opcode can be extended to these positions. If the opcode of an instruction system is 2 bits, there can be four different instructions: 00, 01, 10, and 11. Now that 11 is reserved and the opcode is extended to 4 digits, then there can be seven instructions 00, 01, 10, 1100, 1101, 1110, and 1111. Among them, the address codes of the four instructions 1100, 1101, 1110, and 1111 must be two less.
Because of this, when a computer with a complex instruction set is running, it needs a certain amount of resources to handle addressing and decoding. This is an advantage and a disadvantage.

With the development of the times, CPU speeds will become faster and faster.
