Young people, especially those who write by writing, often feel that they are unique and think differently than others. But this is wrong. Humans are group creatures, and you are the same as many people. Thinking, wanting, seeing what makes you happy, seeing what makes you angry are all the same.

So, when you have this story as your protagonist in your mind, you have a very pleasant and fun time. For example, you think of going back to the past as an emperor, three houses and six courts, playing with maidens, and letting countless women kneel there waiting for you to make you happy. Then you write about how to use the emperor's identity to enjoy beauty. Remember, your story must make you feel happy, excited, and have countless fun in bringing you into the lead role. Such a theme is the one you are suitable for writing. It doesn't matter if you don't understand, whether you have professional knowledge, or whether the words can be described. What you write is the story you want to happen to yourself. This is the most effective and easiest way to choose a topic.

When your subject matter can touch yourself, you can also touch other people.

Special note: Some topics no matter how you like it, but the general environment does not allow you to write it. There is no future for you to write it. Maybe you will be invited to drink tea. Here, I list the themes that are strictly prohibited in the starting point.

Having a theme is not a novel, especially one that can be used to sell money. Everyone has learned the three elements of writing in elementary school, and many newcomers I believe have also read a lot of writing guides. So here is my clear answer, setting is not equal to the outline. The outline is essentially a skeleton that constructs the imaginary plot and the relationship between the main characters. But these things are not what the outline needs to consider.

My personal outline is to use time as a framework to frame the time the protagonist experiences things, and then decide the ending. This is the general outline I used.
