The reason why Wayne couldn't figure out which party the people in charge of Blackstone Town were more inclined to was not entirely his fault.
All political parties in the United States are so-called "cadre parties". Only those "politicians" who are qualified and willing to join the group among the various "politicians" participating in the election can be considered members of the corresponding party.
Other people from all walks of life can at most be regarded as "supporters" of the corresponding parties, and are not part of the parties.
