Spain's population is about 16.6 million, of which the majority are Spanish. Catalonia's population is only about 1.3 million, and the population of the Basque Country is only a little over 300,000.

The combined population of the two regions is only 1.6 million, less than one-tenth of the total population of Spain, which is why Carlos is confident that he can solve the independence of these two regions once and for all.
