Rise of the Argentine Empire
#192 - Blanca Radical Party Reform
Returning from the town of Pedro Luro, the atmosphere within the Radical Civic Union branch had improved significantly. Farming was not the goal, nor was enduring hardship.
This Radical Civic Union branch was located in the not-so-prosperous Fifth District, where conditions were relatively average. People from all walks of life could be found here, and these young men who had long resided in bustling areas experienced a significant psychological gap.
José needed to legally transfer benefits to the Radical Civic Union while also ensuring that things were done reasonably and logically, which was indeed a bit difficult for him. For example, the Radical Civic Union's building, as well as the residential building where the old Propaganda Department members lived, were now considered Radical Civic Union property. They were originally purchased in the name of the Nueva Al newspaper, but the source and destination of the money were difficult problems to solve.
Currently, the Radical Civic Union branch didn't have much funding, and supporting so many newly joined members was a troublesome matter. After all, for most people working for the Radical Civic Union, it was more of a good job. The salaries of over 50 people alone were considerable, posing a significant challenge.
The place where Tom, a former member of the Propaganda Department, lived was quite simple, but most of the people from the City of Buenos Aires were able to persevere. Organizationally, things were generally okay, somewhat resembling a regular army.
As the person in charge, Tom, under José's instructions, led the old Propaganda Department members from the City of Buenos Aires to establish the Radical Civic Union's Bahía Blanca Propaganda Department. At the same time, a Public Organization Department was established, responsible for the establishment of newspapers and publishing houses. They also directly purchased equipment from the Nueva Al newspaper at a low price to establish a small printing factory to meet development needs.
This time, the actions of the Radical Civic Union branch were attacked by some opposing Justicialist Party members, who attempted to make José hand over the leadership of the Port Industrial Zone Investment Promotion Department, threatening the work of the Construction Office.
"There's no need to worry too much about this; I can handle it."
José said calmly to these worried young people. He found these childish tricks too elementary. He had seen his fair share of storms, and this matter could be resolved with a simple instruction to Achille-Cooper, who would have the team leaders handle it.
Achille-Cooper was the training director of the Delta Security Company, responsible for the work of the 100 newly brought security personnel. José planned to establish a new Delta branch here, with these 100 people as the core members, along with the 20 or so people José had brought before.
José's security team was equipped with the most advanced firepower they could currently provide, almost reaching the peak of the Argentine light infantry: Rheinmetall's mass-produced MP40 submachine guns, the latest MG-52 assault rifles (an improved version of the STG45), new-style Italian Beretta M1951 pistols using 9mm Parabellum rounds, Rheinmetall Explosives Factory's portable high-intensity grenades (imitating the American ones), and Rheinmetall Artillery Factory's new-style portable mortars.
Truckloads of weapons were transported from Buenos Aires and stored in the armory here, where a security company training ground was established.
José stood up and stretched. In the past, the Radical Civic Union could develop peacefully, but now it had to show its ferocious fangs, or it would easily be seen as someone to be bullied.
"A sense of security is a very important thing. There may be some enemies in Bahía Blanca. Only guns can bring peace to my heart."
José was full of passion. Currently, the work was not going well, and the Four Families were constantly arranging various disruptive activities, but José was not afraid.
With such a leader, how could his subordinates not be enthusiastic? This Bahía Blanca branch, firmly united around him, began to operate frantically. Something called passion began to grow, and the original retirement atmosphere had long dissipated. After all, a new dynasty brings new officials, and the old-timers had been replaced by the young and promising José.
A graduate of a prestigious university, with strong abilities and good organizational combat effectiveness, José was reforming the Radical Civic Union branch according to his own ideas.
Currently, the Radical Civic Union had more than 50 members in Bahía Blanca, most of whom were carefully selected by José. They were able to actively unite around José and were a group of people who could contribute a lot to the rise of Argentina, while also thinking independently.
In the past few days, according to his own ideas, José formally established the Executive Committee of the Radical Civic Union's Bahía Blanca branch, establishing centralized and unified leadership. The members consisted of José, Kleiderman, and the ministers and deputy ministers of each department.
José served as the top leader of the committee, which was also appointed by the Radical Civic Union's national headquarters and approved by all members. Kleiderman was the second-in-command of the branch, assisting José in his work. The José Radical Civic Union Committee established four major departments: Finance Department, Organization Department, Propaganda Department, and Public Affairs Department, to carry out organizational construction work.
This was what José could do without violating the Radical Civic Union's regulations. The Finance Department was responsible for managing the entire Radical Civic Union's financial expenditures, profit collection, and other aspects of work, while also distributing subsidies.
José screened specialized talents within the Radical Civic Union to fill various departments and classified and processed the proposals of the Radical Civic Union branch members. This was the work of the Organization Department.
The Propaganda Department was responsible for managing the construction of the Bahía Blanca branch of the Radical Civic Union's new party newspaper, the 'Bahía Blanca Radical Daily,' as well as other convenient publicity work.
The Organization Department was responsible for member management, file management, and other tasks, registering and creating records.
The Public Affairs Department was responsible for the management of public institutions, the new printing factory, and book publishing work.
… …
José took a sip of water and looked at the members in the Radical Civic Union's meeting hall. Each of them was vibrant, energetic, and full of hope for the future.
"First of all, let's clarify one point: what is a political party, and why are we the Radical Civic Union?"
"A political party is nothing more than a collection of people who hold the same or similar ideas."
"Our Radical Civic Union is not a non-governmental organization, nor can we be scattered. We must have a stronger organizational combat capability."
"So we must improve our work and transform our working methods."
José stood up. The Radical Civic Union was a loose political alliance with several factions within it, trying to split the Radical Civic Union.
"I believe that Radical Civic Union members should be tightly organized, and the number should be limited. Only those who recognize the Radical Civic Union's organizational outline, materially support the party, and personally participate in an organization of the Radical Civic Union can be considered Radical Civic Union members."
"We must learn from the Soviet Republican Party and establish a more rigorous organization."
In José's view, in Argentina today, whether it is the Republican Party, the Socialist Party, or the Radical Civic Union and the Justicialist Party, they are all political parties with decentralized organizational capabilities and mixed elements, unable to unite into a single force. Moreover, the Radical Civic Union's governing philosophy or organizational documents do not exist, and their combat effectiveness is not strong, nor is their organizational strength.
"The Radical Civic Union currently does not have specific political goals and has its own positions on national and social issues. To formulate a political program to showcase our vision, I want to propose some plans and visions for our Bahía Blanca branch, as well as the annual plan for next year."
Society recognizes its legitimate power to organize and expand its claims, and it also actively intervenes in political life, playing its role in obtaining or maintaining political power, or influencing the exercise of political power.
While holding the meeting, José instilled some more advanced ideas into these young organizational members. An advanced organization needs more outstanding talents and people who are loyal to the organization.
The original Radical Civic Union Propaganda Department was more attracted to him because of José's personal charisma. Now he is working hard to turn this group of people into outstanding members of the Radical Civic Union.
Becoming a Tito-style leader is not his goal. An excellent organization needs a constant stream of talent.
"The people of the Justicialist Party are too greedy, and they think about problems too simply."
"In order to better improve our work ability, I propose the establishment of the Radical Party Political School, where we can learn the world's most advanced organizational experience and work experience, and strive to build Argentina into a prosperous, civilized, and modern powerful country," Saint Hesser finally said. When he finished the last sentence, some members of the Radical Party were also infected, but it would take time to turn this short-term enthusiasm into long-term efforts.
The people under the Radical Party stage may be relatively young, mostly third and fourth generation immigrants, and have a deep affection for Argentina, so they can understand some of Saint Hesser's statements.
......
In the early stage, a relatively moderate development method was adopted, starting from the Fifth District and progressing gradually.
.....
As for the enemies of the Radical Party, they are left to the Delta Security Company to deal with, using overwhelming hard power.
Since these messy people do the first day of the lunar month, Saint Hesser has no choice but to do the fifteenth.
The Fifth District is the last base of the Radical Party in Bahía Blanca. It is impossible for the Justicialist Party to drive the Radical Party out.
Saint Hesser was in a villa somewhere in the Third District. Although it was called a villa, it was actually a very dilapidated house. When he took Buston to find the Chief of Police, Sanchez Bill, he was lying in his mistress's arms, sound asleep.
"Chief of Police Sanchez, aren't you supposed to be working overtime at the Municipal Police Department?"
Saint Hesser looked at the sweaty Mediterranean man with a smile that was not a smile. Sanchez was a little overwhelmed and looked at him nervously.
The intelligence agency of the Falcon Bureau had already thoroughly investigated the entire Bahía Blanca, and Sanchez was an object that could be united.
At least, Sanchez himself, apart from taking care of his mistress, had not done anything harmful to nature. The only problem was that the entire Bahía Blanca Police Department had been infiltrated, and Sanchez was in a semi-hollowed-out state. His two deputy chiefs had basically monopolized the entire Police Department.
"Councilor Saint Hesser, I... I am indeed working overtime, hehehe."
Sanchez's shiny forehead was covered with beads of sweat, which seemed to be reflecting light. His fat belly was like a swimming ring, shaking as he walked. Saint Hesser asked someone to call Sanchez to the living room of his villa. Saint Hesser glanced at his mistress, who was of average appearance and not too young. Saint Hesser suspected that they were truly in love.
"Stop grinning. Do you know how serious this matter is? What serious consequences will there be if your wife finds out about this?"
Security guards with live ammunition surrounded the entire villa tightly, all wearing black uniforms and masks, which was quite frightening.
Sanchez looked dejected, his eyes full of pleading. He made up his mind and knelt directly in front of Saint Hesser, which startled him.
"Actually, I've wanted to get a divorce for a long time, but she won't let me, and I haven't done anything bad. Councilor, can you spare me this time?"
Damn it, you Sanchez, you're ruthless. Saint Hesser didn't expect the Chief of Police to kneel down so easily.
In fact, it's not Saint Hesser's fault. The Chief of the Municipal Police Department in Argentina now is not even considered a civil servant, except for those in a few large cities. Moreover, there is no such thing as police ranks in Argentina.
The police are simply divided into Argentine Federal, Provincial, and Municipal levels. Only the Federal ones are civil servants, and the others are hired. There is only the position, but the Chief and Deputy Chief may not even be promoted from the police, but so-called clerical staff.
In fact, it's just a job. This is probably why the public security in many parts of Argentina is relatively poor. After all, it's just a job. Except for the police in Buenos Aires, who have better treatment, other places may not even be as good as Saint Hesser's security company.
If you can say it, it may be a more formal gang, and they usually engage in extra income because the salary is too low.
Compared with positions like councilors, the Chief of the Bahía Blanca Police Department seems to be nothing.
"Okay, stand up and talk. Don't kneel down at every turn. We'll talk about the reporting later. Also, put on your clothes."
Saint Hesser waved his hand impatiently and looked at Sanchez with some disgust.
"Really, I'll do it right away."
Sanchez quickly picked up his clothes, put them on, and stood in front of Saint Hesser obediently.
"Sit down, I'll have a good chat with you. I plan to do something this time, and I hope the Municipal Police Department can cooperate with my actions."
"I will definitely help, I will definitely help. I will fully cooperate."
Saint Hesser also had a cordial chat with Sanchez. Although Sanchez was just a mascot, he was a very awesome person to be able to sit in this position steadily. He also cooperated with Sanchez peacefully for mutual benefit and win-win results.
"My goal this time is very simple. In the future, you will have the final say in the Police Department."
"Councilor, I think it's pretty good now, at least it's stable."
Sanchez shrank his head and said to Saint Hesser cautiously.
"You could sit firmly in your position stably before, but it won't work in the future. Take a look at these materials."
Buston took out a stack of materials from his briefcase, which were about the Bahía Blanca Police Department. The two deputy chiefs both had people behind them, who happened to be Saint Hesser's rival families, so there was no need to tolerate them this time. If they still wanted to do these things, they should all be sent in.
Sanchez took Saint Hesser's materials and read them carefully, his face changing many times, as if he had gritted his teeth and made a decision.
"Councilor, if I do these things this time, I may not be able to stay in Bahía Blanca."
"Don't worry about this. I can guarantee that you can stay in this position until you retire. If that doesn't work, I can also make sure you have no worries about food and drink for the rest of your life."
Saint Hesser said confidently.
"Then I'll do it. I hope Councilor, you won't go back on your word."
"Okay, I like people who are decisive in doing things. This time, doing things is not just for yourself, but mainly for the public security of Bahía Blanca."
"Those superficial projects in the past are unnecessary."
Saint Hesser said with a smile, making Sanchez's back feel cold.
What he said was about the robbery of several young people back then, which was later investigated to have been done by the Hector Guy family, simply because they were not happy with Saint Hesser.
The recent incidents were also done by people from the Hector Guy family, and coincidentally, there was a Deputy Chief in the Bahía Blanca Police Department named Kiro Guy.
The cooperation between Saint Hesser and Sanchez quickly unfolded smoothly. Sanchez was hollowed out and was a mascot, so he strengthened his real power and swept the Police Department first.
Soon, people from the Delta Security Company, disguised as elite members of the Police Department's special police, changed their appearance and joined the Police Department.
With Saint Hesser's support, the Bahía Blanca Police Department directly arrested a Deputy Chief, Kiro Guy, for colluding with criminal organizations, trafficking in smuggling, and running underground casinos, and directly arrested him and sent him to the Bahía Blanca prison.
Soon, the Guy family reacted and found the Municipal Court, intending to bail him out, but the Municipal Court did not deal with the Guy family, but directly detained and froze all of Kiro's assets. The Police Department directly collected a large amount of criminal evidence at Kiro's residence.
Next, members and leaders of the Radical Party organized and directly stationed themselves in all large communities in the Fifth District, establishing grassroots autonomous organizations and militia organizations.
They began to cooperate with the Bahía Blanca Police Department to combat crime.
The Guy family also began to cause trouble, and the Municipal Government directly sealed off several branches of the Radical Party.
