Rise of the Argentine Empire

#305 - Export expansion and education reform

On February 16th, Saint Hérse inspected General Arias Town in the Arta district. Two months prior, Blanca City's largest thermal power plant had been newly completed there, three times the size of Blanca City's third thermal power plant.

The Arias Thermal Power Plant, affiliated with Southern Power, was a key project that Saint Hérse had been focused on since he was the mayor of Blanca City. It had high technical difficulty but could save coal and reduce pollution.

Before the Salado River Hydropower Station, developed by Santa Rosa Power, was built, the power generation of this thermal power plant was crucial to the success of Blanca City's industrialization.

However, in the past few months, Saint Hérse had been working non-stop and had very little free time, so he hadn't been able to come until now.

Previously, the sky in Blanca had been azure, and on clear days, there wasn't even a single white cloud. Now, it had become somewhat hazy, and there were more foggy days. This was still because the cement plant wasn't built in Blanca City.

In the Bosca district, where the chemical industry was most developed, a pungent odor could often be smelled in the air. The Bosca district concentrated most of Blanca City's chemical plants, paper mills, and dyeing factories, which were relatively serious polluters and had relatively backward technology.

Saint Hérse sat in the Mercedes-Benz sedan provided by the Provincial Government Hall, heading along the wide road. Many green trees and lawns were planted on both sides of the road, and there were not many pedestrians on the road, as it was during working hours.

A sprinkler truck roared past, cleaning the dust on the cement road and playing a song of unknown name.

Saint Hérse immediately recognized that the sprinkler truck was produced by New Cohen Heavy Industries and had undergone simple modifications.

Looking at the scenery outside the window, he couldn't help but sigh at how quickly things changed. Last year, this area was still a messy construction site, and now it had become a well-planned industrial park with many trees.

The closer to the power plant, the greater the number of factories. Gradually, some workers in overalls emerged from the factories in twos and threes, and their expressions seemed tired, probably because they had just finished their night shift.

Blanca City already had factories operating 24 hours a day, implementing three shifts or two shifts, with high production efficiency. This hadn't been the case before because the power supply was insufficient, and only large factories could operate at night.

When the power supply was insufficient, Blanca City often experienced power outages, affecting residential areas, commercial areas, and industrial areas alike.

During power outages, candles and oil lamps became hot commodities, but most people had no entertainment activities, or those living frugally couldn't afford candles and often went to bed early or started making babies.

This was such a good thing that Saint Hérse even considered fixing the power outages every night, but in the end, it wasn't implemented. Now, Blanca City rarely experiences insufficient power supply, which began when the Arias Thermal Power Plant was completed.

As the economy developed better and better, the power supply throughout La Pampa Province had been somewhat lagging. The western region was better because the population wasn't increasing as quickly, but with the development of the Greater Metropolitan Government Hall, the demand for electricity also increased.

The pressure on Andes Power and Santa Rosa Power suddenly increased, and hydropower development was often carried out in other provinces, testing the communication skills of the power companies.

The grid connection of the Arias Thermal Power Plant meant that Blanca City would not have major problems for two or three years and could focus on production.

This time, he and the team of Blanca City's current mayor, Rostek Kreidman, visited Southern Energy employees and toured the power plant's equipment and facilities.

Kreidman managed Blanca City well and effectively cooperated with Saint Hérse's reforms. In the past year, the number of state-owned companies under the Blanca City State-owned Assets Committee had doubled, assets had increased fivefold, and turnover had increased threefold, without being surpassed by the large-scale investment in state-owned companies belonging to La Pampa Province.

At the same time, Kreidman cooperated with the Blanca City Police Department to combat a large number of economic and criminal offenses, improved relations with several cities in Buenos Aires Province, and economic development also brought about population concentration.

"Your Excellency, these are the economic and trade data between the Municipal Government Hall and Italy in recent months. The Municipal Government Hall needs the support of the province."

Kreidman adjusted his glasses with his left hand and handed a document to Saint Hérse, saying somewhat urgently that the province's resource support for Blanca City had been reduced a lot in recent months, and the number of times Saint Hérse met with him had also decreased.

Saint Hérse patted Kreidman on the shoulder unhurriedly, without much expression on his face, and followed the person in charge of the power plant to take a look.

As an important urban infrastructure, electricity is related to the development of Blanca City's industry and manufacturing, and also attracts population inflow.

The Arias Thermal Power Plant covers an area of 300 acres and is located downwind of Blanca City. It can supply electricity to approximately 2.2 million people in the most prosperous eastern part of Blanca City. In addition, thousands of large and small factories also rely on it for power supply. Apart from the two steel plants that have their own power plants, it can also supply the surrounding areas.

He looked at the 70-meter-high chimney of the giant boiler, billowing white smoke, like steam from a rice cooking boiler, and a satisfied expression appeared on Saint Hérse's face.

"Your Excellency, the Arias Thermal Power Plant currently has two 600-megawatt boilers with a total installed capacity of 1.2 million kilowatts. All four units are power generation units produced and installed by the German Rhein Company, with a designed rated output of 300,000 kilowatts per unit…"

The birth of the Arias Thermal Power Plant represents the most advanced thermal power plant in Argentina, and its energy consumption and cleanliness are also world-class.

Saint Hérse knew the equipment of the power plant like the back of his hand, as he had personally approved these, but it still sounded so pleasant.

The thermal power plant was introduced and constructed by Argentina Southern Energy Company three years ago, with technology originating from the industrial heart of Germany—the Rhein Industrial Group in Essen, Ruhr area.

The Rhein Group is one of the largest energy companies in Europe and even the world. In '54, it developed new energy-saving coal-fired power generation technology and equipment, which was jointly completed by Philip Industries, Southern Power, and Enco Electric.

Enco Electric is currently one of the largest electrical companies in Argentina. It has now separated from American Enco Electric, becoming completely independent, and has been acquired by the Cohen Consortium. Together with the provincial state-owned Pampas Electric Engineering Company and another Cohen Consortium company, Blue Harbor Electric Company, it dominates the electrical industry in La Pampa Province.

Enco Electric has transformed into a comprehensive electrical company, cooperating with companies such as German General Electric, Emerson, American General Electric, and Westinghouse Electric, representing a total of 14 brands, from introducing various power electrical equipment, communication equipment, wires and cables, home appliances, to producing various small switches and cable transformers, earning a lot of money, with more than 10,000 employees and 5 factories.

Back to Southern Power, it was formed by the merger of several power plants at that time. The Cohen Consortium injected a large amount of capital, and after failing to negotiate with British companies, it signed a cooperation agreement with the Rhein Group to jointly build this largest thermal power plant in Argentina, with German engineers fully responsible for the design and installation.

In addition to supplying the industrial development of Blanca City, the main purpose of this thermal power plant is to supply electricity to the residents of the eastern urban area of Blanca City. It has its own coal wharf, and Australian coal transport ships unload goods here every day.

Saint Hérse regarded the two major development focuses of Blanca City and La Pampa Province, one is the heavy chemical industry with crazy annual investment, and the other is the labor-intensive industry oriented to exports.

Blanca City now has 11 medium and large thermal power plants, with a total installed power capacity of 3 million kilowatts. Blanca City burns nearly 10 million tons of coal every year, and 14 35,000-ton coal transport ships are equipped for the thermal power plants.

The exhaust gas emitted by the 11 coal-fired power plants has exacerbated air pollution in Blanca City, and the large consumption of coal has also made Saint Hérse start to have ideas for reducing air pollution, such as introducing more advanced boilers, building higher chimneys, building thermal power plants farther away, and cooperating with other provinces to build more hydropower plants.

Thermal power plants are basically distributed near coastal ports in various districts, of which Blanca Steel Plant and Hans Steel account for two.

The two steel plants had steel production of 3.2 million tons and 1.9 million tons respectively last year, second only to La Plata Steel Plant's 4.6 million tons. They are Argentina's second and third largest steel companies, making significant contributions to the economic development of La Pampa Province.

After visiting the thermal power plant, Kleiderman felt more confident. Saint-Hesse arranged for Juan Paso, a high-ranking official, to organize consultations between the Ministry of Finance and the Blanca City Municipality regarding the situation in Blanca City.

"Blanca City has indeed made great progress in the past year, but its development is still lagging behind. As the top leader of such a large city, you shouldn't focus all your attention on those dozen state-owned companies."

Saint-Hesse was a little dissatisfied with Kleiderman's work. The development of Blanca City was actually still slow. Compared with East Asian countries and regions such as Japan and New Taipei, even with the industrial foundation he had laid, the mayor was still just staring at those few figures.

"The municipal government should follow the province's lead. Those who should be dismissed should be dismissed without hesitation. Don't think about building an independent kingdom just because you have become powerful."

In addition to the infighting among the city's state-owned companies, Kleiderman's handling of the Arata district incident was also inadequate. He had to give him a warning. Blanca City was a big cake that everyone wanted a piece of.

Blanca City was Saint-Hesse's most important card, and the Presidential Palace's attempts to infiltrate it were testing the leader's capabilities.

Kleiderman's handling of the situation was also problematic. If it weren't for the fact that he was an old-timer and had indeed made many contributions, he would have been removed long ago.

"You should handle these people carefully. The high-ranking officials are very dissatisfied that you haven't managed your subordinates well and that some of them have been contacting the Presidential Palace privately."

Paso and Kleiderman talked for a while before letting him leave.

As the second-in-command of La Pampa Province, Paso preferred to consider issues from a global perspective. Currently, Blanca City was a piece of fat, and if Saint-Hesse hadn't intervened, problems would have arisen long ago.

The problem was actually not complicated. His, Saint-Hesse's, people didn't need to care too much about what others thought. They could reach out and take what they wanted, but they couldn't go too far.

In the past month or two, Saint-Hesse had promoted many of his old subordinates and sent them to coastal cities and Santa Rosa City. He hadn't made too many changes in the districts of Blanca City, which was also giving this old subordinate a chance.

Saint-Hesse wasn't worried about his subordinates being ambitious, but if they were disloyal, he wouldn't be too polite.

Many outsiders have infiltrated the Radical Civic Union, and Kleiderman's subordinates are also involved in a lot of messy things, which is not a good sign.

If Kleiderman still doesn't understand, he will have to have someone deal with it.

......

The thermal power plant incident was just a small episode, but the underlying problem was significant. This was not the first time such a thing had happened.

It wasn't that he didn't like his subordinates reaching out for benefits, but if they took the money and didn't do the job well, he would have to do it himself.

It's hard to avoid economic corruption and crime in many district governments under the Blanca City Municipality. The monthly salary of an ordinary civil servant in Blanca City is around 10,000 pesos, while they handle projects worth hundreds of millions or even billions of pesos, which is indeed a test of one's self-control.

However, they dare to reach out for benefits in the infrastructure projects arranged by the provincial government, even cultivating thugs, accepting benefits from the mafia, grabbing projects everywhere, and colluding to bully construction workers. There are many problems in Blanca City now.

It also needs to be rectified, otherwise, if things continue to be messed up, the good Blanca City will become a place where outsiders cannot survive.

......

Last year, Argentina imported approximately 32 million tons of coal, of which the steel industry consumed half, approximately 15 million tons.

Coal imports are very important. Most of the coal in Argentina is of poor quality and can only be imported, unless large coal mines can be explored.

Imported coal mainly comes from Australia and South Africa. Southern Energy has also begun to invest in Western Australia to ensure cheaper coal. In addition to investing heavily in the mining of Australian coal, Thunder Mining has also increased its exploration of minerals in Patagonia, hoping to find coal.

Specialized coal carriers are needed to transport coal, and Sanhai Shipbuilding has already built several 50,000-ton coal carriers.

Saint-Hesse has high hopes for the shipbuilding industry. Now is a good opportunity for Argentina's shipbuilding industry to catch up, and exports require a large number of ships.

Saint-Hesse has successively formulated more than 50 shipbuilding-related laws and regulations, such as the "La Pampa Province Shipbuilding Law", to promote the development of the shipbuilding industry in La Pampa Province. He also personally established the La Pampa Shipyard, which is developing well thanks to Sanhai Shipbuilding's business.

In 1956, when he was the mayor of Blanca City, he proposed the slogan "Building the City on Shipbuilding" and introduced a number of related laws such as the "Blanca City Shipbuilding Industry Promotion Law", established the Marine Shipbuilding Research Institute, and provided financial support.

These laws provide very favorable conditions for the rapid development of the shipbuilding industry in La Pampa Province and Blanca City in terms of planned shipbuilding, direct subsidy of losses, restrictions on imported ships and supporting products, subsidies for shipyards to expand their scale or specific products, financial support for technological research and development, and preferential credit to promote the coordinated development of supporting industries.

Although La Pampa Province does not have much shipbuilding industry foundation, it is now developing well through cooperation with shipyards in Spain, the Federal Republic of Germany, and Italy.

The current global trade is a major boon for the shipbuilding industry, but for European shipyards, it is like a cold winter, and many European shipyards are facing huge difficulties.

The European shipbuilding industry is currently undergoing a large-scale reshuffle, and many small and medium-sized shipyards are going bankrupt, giving Blanca City the opportunity to develop its shipbuilding industry by acquiring bankrupt European shipyards to obtain cheap shipbuilding equipment and excellent design employees and senior engineers.

Currently, Japan has the most shipbuilding in the world. In 1956, the new ship completion volume of Japan's shipbuilding industry reached 1.746 million gross tons, surpassing the United Kingdom for the first time, but this did not last long. From 1957, the global ship market stagnated and orders plummeted.

Sanhai Shipbuilding currently has two major shipyards, namely Arata Shipyard and La Plata Shipyard. Arata Shipyard is the largest in scale with the most employees, the most advanced technology and equipment, and a large number of engineers, most of whom are recruited from Europe.

Sanhai Shipbuilding's largest business now is building various freighters. Although the profit is not high, it can build a large number of cheap freighters for Argentina for export.

Last year, with the help of Blanca City and La Pampa Province, Sanhai Shipbuilding borrowed funds and used 14 million US dollars to successfully acquire a Spanish shipyard and an Italian shipyard, obtaining a large number of excellent shipbuilding engineers, and many shipbuilding equipment are very new, and can be dismantled and transported back to Blanca City for direct use.

In addition to the European part, Sanhai Shipbuilding used generous treatment to attract them to Blanca City, and spent another 22 million US dollars to order advanced equipment to upgrade the shipyard, and jointly established a shipbuilding design major with Blanca University to train shipbuilding design talents. La Pampa Province also established more research institutes.

Now Sanhai Shipbuilding has a total of 1 100,000-ton dock, 2 50,000-ton slipways, 2 50,000-ton repair and shipbuilding docks, and 4 30,000-ton shipbuilding platforms. It can repair and build various ships under 100,000 deadweight tons. The annual shipbuilding capacity can reach 1.1 million deadweight tons and repair more than 60 ships, directly becoming one of the world's largest shipbuilding groups.

In the whole year of 1958, Sanhai Shipbuilding built a total of 640,000 deadweight tons of ships, mainly for Plari International, Southern Energy, and Blanca Steel.

Blanca City also has two relatively large-scale shipyards, namely Plari Shipyard, which belongs to Plari International, and La Pampa Shipyard, which belongs to the La Pampa State-owned Assets Committee.

Although Argentine companies will soon face competition from powerful multinational companies, Saint-Hesse also sees opportunities in it.

Public opinion in the United States has changed, and they plan to open up the market. This largest market in the world is about to open, and La Pampa Province can continue to accelerate the development of export-oriented industries, continue to expand the scale of exports, and obtain more US dollars and more foreign exchange.

Previously, Blanca City's export markets were mainly Europe, Brazil, and other Latin American countries, Australia and New Zealand.

La Pampa Province will still need to import a large number of large complete sets of equipment such as machinery, petrochemicals, and steel in the next few years, which requires a large amount of US dollar foreign exchange.

The construction of the La Plata Steel Plant cost a full 70 million US dollars and took a full 7 years to expand its production capacity to 4.8 million tons, which took much longer than originally planned.

In fact, this is also unavoidable. Argentina's industrial foundation is weak, and it also needs to import a large amount of equipment needed for steel construction from Europe.

Fortunately, the technology of La Plata Steel Plant has reached the world's first-class level, and the electric furnace has reached the world's advanced level, which has allowed La Plata Steel Plant to recover its costs, and it also has the ability to assist the construction of Blanca Steel Plant.

La Plata Steel Plant has become the most shining pearl of the Cohen Consortium. Through La Plata Steel Plant, Saint-Hesse has also improved relations with Buenos Aires Province. The initial split of Blanca Port made Saint-Hesse disliked by La Plata officials, who focused on developing Mar del Plata to replace Blanca Port, but they could not compete. After the rise of La Plata Steel Plant, it contributed a large amount of tax revenue and employment opportunities, turning La Plata into an industrial city.

The investment in the Medanos United Steel Plant is as high as 120 million US dollars. The construction of Blanca United Steel has not yet been completed, and it still needs to import higher-level complete sets of steel equipment. The expansion and development of Southern Petroleum and the development of Layton Motors require at least 1 billion US dollars.

......

After a period of preparation, Saint-Hesse made new deployments at the Provincial Government Hall meeting.

"This year, we will establish free trade ports in the cities of Otto, Puerto Colorado, and Bucato, granting them greater economic development authority."

Elevate the status of the three coastal cities and invest more funds in their development, using them as a nexus to thoroughly unite these provinces of Patagonia.

The three coastal cities are developing well, and basically all have good plans in place. Their environments are also similar to that of Blanca City. Development after the new establishment has actually been very rapid.

"In fact, stimulating population growth is definitely not a simple matter. I believe everyone can appreciate this. We are different from Brazil. Developing import-substitution industries requires a relatively broad domestic market, while developing export-oriented industries requires products of good quality and competitive prices. Blanca City has not done a good job in this regard."

Although Blanca City's population increased by more than one million last year, the number of newborns decreased by 20,000. Subsidy distribution is not in place, and there are many problems with the amount and quantity of subsidies.

This is also where Saint-Hesse is dissatisfied with Kleidman.

Although the relatively fair income allows skilled workers from cities such as Buenos Aires to choose to work in Blanca City, and it also reduces the unemployment population in Buenos Aires, Saint-Hesse values newborns more. At the very least, a growth rate of 35 per thousand or more must be guaranteed.

Relying solely on foreign immigrants to expand the population is not feasible. There must be enough births for long-term sustainable development.

Argentina's market itself is not large. For Saint-Hesse, developing import-substitution industries has never been a priority. His goal is to expand exports and develop export-oriented industries while supporting labor-intensive industries, but this also requires a stable rear area.

Exports can generate foreign exchange, and labor-intensive industries can accommodate a large number of new jobs.

However, in terms of labor-intensive industries, Blanca City still needs a large amount of cheap labor, which can be achieved in La Pampa Province. In 1958, the entire La Pampa Province created as much as 220 million US dollars in foreign exchange, more than twice that of Uruguay.

Building highways, railways, and large-scale construction of power plants and other basic infrastructure, as well as a large number of short-term vocational training programs, can allow these new immigrants and foreign populations to become factory workers.

By attracting large amounts of foreign capital and technology, utilizing the local advantages of cheap and good labor, and adjusting economic development strategies at any time, the influx of a large population provides opportunities for the development of labor-intensive industries.

Pure capital injection and technology introduction from the West have not improved the situation in Latin American, Asian, and African countries.

In the past ten years, the three provinces with the fastest population growth in Argentina were La Pampa Province, Buenos Aires Province, and Cordoba Province, mainly due to the development and expansion of core cities, which attracted domestic population and immigrants.

However, last year, the overall population of La Pampa Province increased by more than 1 million, but the number of newborns was only 120,000, 16,000 less than the previous year.

Now, La Pampa Province artificially controls the female education rate. Currently, the difficulty for Argentine women to continue their education is several times higher than that for men, and La Pampa Province is several times higher than the whole of Argentina. The dropout rate for women in middle school has been very high.

While some provinces have population outflows, their fertility rates are very high, such as Tucumán Province, Mendoza Province, Santa Fe Province, Entre Ríos Province, Salta Province, Corrientes Province, Misiones Province, and the three northwestern provinces of the Potassium Triangle. Their populations are between 700,000 and 1.5 million, which can attract many new immigrants.

Many countries in South America have rapid population growth, and Argentina also needs new immigrants. The Potassium Triangle controls the largest immigration channel in the northwest gateway. Thunder Mining is a local player, and Bill Bird has become the head of Oran City, and has good relationships with councilors and senior officials in Jujuy Province and Salta Province.

The newly restructured New Future Agriculture focuses on the northeastern provinces, attracting a large Paraguayan population. Paraguay has an imbalanced male-to-female ratio with a larger female population, and Misiones Province, Argentina's most inconspicuous province, is densely populated and has close ties with the three southern states of Brazil.

The three southern states of Brazil are important markets for the Cohen Consortium, Plarri International, and many Cohen-affiliated companies. The population here is dense, with an area of 570,000 square kilometers and a population of more than 12 million.

The three southern states have a relatively large number of white mixed-race people, mainly of Portuguese, Italian, and Polish descent, and are one of the important sources of immigrants to Argentina.

"Ten thousand square kilometers of land, if it can accommodate tens of millions of people, that would be Argentina's most powerful city."

Saint-Hesse has emphasized this sentence more than once.

"More than 40 parks and squares have been newly built in the main urban area of Blanca City, and the wilderness in the suburbs has gradually been covered by parks and greenery."

The main urban area of Blanca City is the East District and West District, and the area is actually not small. Moreover, the old district of Blanca Port only occupies a part, formed by the merger of the original 5 districts. In addition to the demolition and reconstruction of buildings, renovations have been carried out.

With the large-scale advancement of the La Pampa Canal, Blanca City has a reliable water source, and the Pampa Reservoir is about to be completed.

More are large areas of optimized tube buildings. Because they are well-planned and fully equipped with supporting facilities, although they have been dispersed to many other urban areas, the population has always been relatively large.

The East District now has a population of 820,000. Last year, it merged a town in the Posca District, expanding its area from 74 square kilometers to 122 square kilometers.

This year, the East District carved out a town from the Maclo District, expanding its area from 104 square kilometers to 154 square kilometers, with a population of 1 million.

The development of the two major urban areas has brought some new industries. Wholesale trade has increased more than tenfold. Large and small wholesale markets have promoted the sales of factories, and also attracted more international traders, which has also prospered the market.

The ample power supply has made Blanca City a city that never sleeps. The large-scale construction of street lights has greatly reduced crime.

……

Saint-Hesse's first move at the beginning of 1959 was against Blanca's civil servant team.

The second move was aimed at education. He intensively adjusted the La Pampa Education Department, the Education Department under his command, and the middle and primary schools under his control.

And organized university teachers and outstanding middle school teachers to re-edit the teaching materials.

Education is an important weapon to integrate new immigrants and form a common national identity. La Pampa Province has a large number of new immigrants, and education must be strengthened to consolidate advantages.

In Saint-Hesse's plan, the total resident population of La Pampa Province this year should break through to 5 million or even 5.5 million, of which Blanca City needs to accommodate an additional population of 600,000 to 800,000, which is the top priority of development.

Under the guidance of the La Pampa Provincial Government Hall, Blanca City will continue to carry out administrative division adjustments to exert the powerful power of administrative division reform.

Last year, Blanca City carried out a large number of administrative division optimizations, merged the city of Choele Choel, increased the city's reserve land and development potential, split the overly large Alta District, expanded the area of the East and West Districts, and changed Medanos County to a district, etc.

The administrative division reform greatly promoted the reform and development of Blanca City. The integration of industrial land increased tenfold, the number of power plants increased to 15, the residential water supply reached the level of 5 million people, and the industrial water consumption was fully satisfied.

Saint-Hesse carried out education reform, and Blanca City's experience spread out, re-grading all middle schools in La Pampa Province, dividing them into junior middle schools and senior middle schools. Junior middle schools can meet the needs of most students, but the number of senior middle schools is more than half less than that of junior middle schools.

Overall, the women of La Pampa Province have indeed made huge sacrifices.

……

Saint-Hesse rarely went out this weekend, but quietly accompanied his wife and two children.

Little Cohen was quietly playing with toys, while the eldest daughter was sitting seriously on a small stool, learning to speak with Ylena.

Ylena is pregnant again, and Saint-Hesse rubbed his forehead with some headache, but he was also worried about his wife's health.

Fortunately, Ylena is still relatively young, and the maids and nannies at home take good care of her and the children.

Saint-Hesse has many mistresses, and there are now 6 illegitimate children, which can be regarded as contributing to Argentina's population growth.

Argentina does not have a phenomenon of more men than women. Strictly speaking, there are more women than men, and there is also cross-border marriage phenomenon like Paraguay, so most young men and women of marriageable age can find partners.

Taking the Provincial Government Hall as an example, the Blanca City Government Hall, according to Saint-Hesse's wishes, often organizes various blind dates, which have become a fixed political task.

And the increasingly large state-owned companies also have similar blind dates to solve the problem of single men and women, and most of them are relatively smooth. The birth rate of newborns in Blanca City has always been the first among major cities in Argentina, several times that of other cities.

The Cohen Consortium also strictly implements Saint-Hesse's will. Although he is a hands-off shopkeeper, he regularly finds people to check the accounts, even Rosa, he will not completely trust her.
