This statement is only found in the "Emperor's Precepts" in the seventh edition of Hongwu. However, in this earliest version, as long as you read it from top to bottom, you will know that Lao Zhu's words of tolerance are definitely not referring to the world, but to the tolerance of the Yuan Dynasty's laws. .

To understand this statement, we can combine it with the statement "Hu Yuan was lenient and lost, and I have to be fierce to bring peace to China" in the "Collected Works of Mr. Chengyi Bo Mr. Liu" in the "Collected Works of Mr. Chengyi Bo".

As well as the remarks about "removing the appeasement policy of the Yuan Dynasty" in the Hongwu edition of "Huang Ming Ancestor Preface".

In essence, they are saying that the laws of the Yuan Dynasty were too lenient, to the point of being lax and without taboos, rather than being lenient.

If there are still people who think that the Yuan Dynasty was lenient, then Lao Zhu's parents, eldest brother, and eldest sister who died of starvation or illness would probably have something to say.

In the same way, the great scholar Song Lian also said in the history of the Yuan Dynasty that "the criminal law of the Yuan Dynasty was based on benevolence", which seemed to be praising the U.S. Dynasty.

But then he said, "The fault lies in being lazy and not knowing how to check." The benevolence here has nothing to do with kindness. In essence, it means the same thing as the "lenient" Zhu Yuanzhang said, that is, inaction.

The most typical example of this kind of "leniency" is the well-known tax farming system, which subcontracted the whole country out, and through cooperation with local "big families", "chiefs" and "nobles", these local snakes were appointed to help them manage the local areas. As long as the local areas paid enough taxes, the central government could turn a blind eye. This is also the reason why the Yuan Dynasty paid less attention to the imperial examination and more attention to the promotion of officials.

Anyone with a discerning eye can see that the biggest hidden danger of this is that the officials do not care if the landlords do evil, and the central government does not care if the officials do evil. The central government has no enforcement power at the local level. This is also the direct reason why Yuan Renzong's "Yanyou Manager" could not be implemented at all and was directly launched.

Moreover, if you look back at the history of the Yuan Dynasty, you can see that after Yuan Chengzong came to power, he also wanted to rectify the officials, but a random investigation found more than 18,000 corruption cases.

In this environment, it seems not strange that Fan Mengduan wiped out the central officials of a place with only five people and acted arrogantly behind closed doors.

Moreover, the most famous organization in the Yuan Dynasty was the Qingfeng League in Qianshan, Jiangxi. This should be the earliest large-scale organization that printed counterfeit money in history. The founder Wu Youwen directly dragged both the black and white sides of Qianshan Prefecture into the water. This led to the fact that even though everyone knew that this was a den of counterfeit money, it still got away with it for more than ten years.

Here we can directly apply the teacher's words: "Governing the country is governing the officials... If one by one is shameless, corrupt, and does whatever he wants, and the country has no way to punish them, then the world will definitely be in chaos."

The Yuan Dynasty was precisely the worst in grassroots management in all dynasties, and the country was destroyed because of the four words of lax official administration.

Therefore, what Lao Zhu said about the Yuan Dynasty's lax laws and lax management, combined with the reasons mentioned above such as shallow sinicization and excessive issuance of paper money, is almost the main reason for the demise of the Yuan Dynasty.
