2. The militia system will be removed from the Phoenix Legion's combat system, but not entirely. Instead, a militia promotion system similar to a reserve force will be established. Although most Guardian Militiamen will hastily shed the marks of war after the battle, some will have adapted to war. They no longer pursue a peaceful life, but since the Ark worlds mostly lack standing armies, they often turn to the Path of the Warrior. Based on this situation, a significant portion of the Phoenix Legion's regular soldiers will be born from the Guardian Militia in the future.

3. The Phoenix Legion's chain of command will be re-established. The new Phoenix Legion's organizational structure will be divided into three parts: the Foot Guard, the Sky Guard, and the Dragon Guard. Each Guard will have a supreme central authority called the 'War Room,' but it is not a command organization. Instead, it is an information monitoring, processing, and dispatching agency composed of 3-6 Seers. However, the Seers themselves are not soldiers, they have no military rank, and therefore no command authority. The War Room reports directly to Sojyan and its task is to provide the Supreme Command with battlefield information and the movements of various units. At the same time, different War Rooms coordinate with each other through mental links to maximize efficiency. The supreme authority of the Phoenix Legion is naturally Sojyan himself.

4. The command sequence of the troops will be refined, and the chaotic organizational structure based on battle groups in the past will be abolished, and a new structure will be rebuilt.

The organizational structure of the Foot Guard is squad-company-battalion-banner. The infantry squad consists of 6-12 soldiers or Path of the Warrior aspirants. Generally, the two will be formed into separate squads, but when necessary, a 6-man soldier squad and a 6-man Path of the Warrior squad can be combined into a new 12-man squad. At the same time, each infantry squad will have at least one Serpent's Scale anti-gravity platform (which can be equipped with starcannon or D-cannon) for heavy firepower support. There are also plans for 3-6 anti-gravity spindle drones for auxiliary combat. In addition, there are also squads in the infantry squad that use vehicles completely, such as high-speed fire support squads consisting of 3 Wasp attack craft and 6 anti-gravity motorcycles, or high-speed reconnaissance squads consisting entirely of motorcycles.

However, one noteworthy point is that the company designed by Sojyan is not a fixed infantry squad being just an infantry squad, or an armored squad being just an armored squad. Humans do this because they are limited by lifespan, and their short lives often only allow them to master limited combat skills, which is the so-called 'specialty.' But this does not apply to Eldar, because Eldar have very long lifespans. As long as they spend time learning, an Eldar soldier can skillfully operate almost all war machines. Therefore, an infantry squad can directly become a vehicle squad by directly deploying empty vehicles. For example, a 6-man infantry squad can deploy 3 Falcon tanks manned by two people via Storm Serpent, and immediately become a tank squad. In other words, Phoenix Legion soldiers (non-Path of the Warrior aspirants) are not just infantry, but a combination of scouts, snipers, drivers, and even pilots. They are truly human weapons, and in a sense, also a kind of Path.

As for the company, it is not a simple combination of several squads as commonly understood. The Phoenix Legion's company is already a composite combat unit, including several infantry squads, War Walkers, Wraith constructs, and vehicle units such as Falcon tanks. Moreover, a company can change its combat purpose by adjusting the ratio of infantry and vehicles. For example, by incorporating 3-6 tank squads (3 tanks/squad), a company can be turned into an armored company, or by incorporating 2-4 Wraith construct squads (5 constructs/squad), it can be turned into a ground assault company. In short, the number of people in a company fluctuates between 50-100. At the same time, there are also special companies among the various companies. These companies are entirely composed of Path of the Warrior aspirants from a single shrine, with a number of 30-60 people, mainly targeting shrines with a larger number of Howling Banshees and Striking Scorpions.

The battalion consists of 3-6 companies and is the largest permanent formation of the Phoenix Legion. A battalion is, in a sense, a formation that can independently conduct a war completely, and its attributes can also be changed by adding special combat companies. For example, several armored companies can form an armored battalion. The strength of a battalion is roughly between 250-500, and it will be equipped with heavy weapons such as Scorpion super-heavy tanks, Storm Serpents, Fire Prism tanks, and large Wraith constructs. At the same time, the battalion will also be additionally equipped with an independently organized 'Beast Pack.' A Beast Pack consists of 3 Drukhari and hundreds of various war beasts.

However, although the battalion is a permanent organization, the formation is not fixed. Only two 'core companies' in a battalion are always fixed, and the remaining companies are supplemented at any time according to the battlefield situation.

Compared to the previous three levels, the brigade level is more special, because this is not a standing formation. This formation will only be formed during large-scale, galaxy-spanning battles. It consists of several battalions and additional special companies. The brigade commander is equivalent to the commander of an independent theater of war and has extremely high decision-making power and tactical freedom. Therefore, this position is personally appointed by Sojyan to a certain battalion commander or senior officer. Once the war is over, the brigade headquarters will be disbanded. The reason for doing this is, on the one hand, to prevent too many levels and bloated command, and on the other hand, to consider that the brigade-level force is too large. If the commander is in this position for a long time, if something happens, it may be a major chaos. Sojyan realized very early on that he cannot put all his chips on the words 'loyalty' or 'character.' The Emperor has proven this with bloody lessons, so the balance of power and institutional checks and balances are the key.

Moreover, due to the Eldar's long life and thinking and understanding ability no less than that of the Astartes, as long as they fight a few more battles, almost all battalion-level commanders can be competent for brigade-level command tasks, so there is no need to worry about no one being available or unable to be competent.

The Sky Guard part of the Phoenix Legion is relatively simple, that is, the command chain of squad-wing-squadron-regiment. In fact, the regiment is not a permanent structure, but a temporary one. The Crimson Hunters have an independent squadron formation because they are Path of the Warrior aspirants. In addition, the Sky Guard of the Phoenix Legion is not purely composed of flying vehicles. They also have their own infantry units, one of which is the Wasp Raider. Despite the name 'Wasp,' it has nothing to do with the Wasp attack craft. It is actually a variant of the War Walker, abandoning the War Walker's reconnaissance positioning, equipped with more powerful jet devices, and also equipped with 2 heavy weapons, such as starcannons, scatter lasers, missile launchers, etc. Eldar pirates like to use this single-soldier vehicle because it is very light and can be directly mounted under the Vampire transport for rapid deployment.
