Xiluodu Hydropower Station is one of the closest backbone power sources for the Jinsha River's "West-to-East Power Transmission" and the largest hydropower station on the Jinsha River. Located in the Xiluodu Gorge, bordering Yongshan County, Yunnan Province and Leibo County, Sichuan Province, in the lower reaches of the Jinsha River, the concrete hyperbolic arch dam of the hub project has a dam height of 278 meters, a normal water storage level of 600 meters, a total reservoir capacity of 11.57 billion cubic meters, a regulating reservoir capacity of 6.46 billion cubic meters, an installed capacity of 12.6 million kilowatts, and an average annual power generation of 57.12 billion kWh.

This power station is mainly for power generation, and has great comprehensive efficiency in flood control, sand interception, improving downstream shipping conditions, environment and society. The power station can guarantee an output of 6.657 million kilowatts, and can even make the annual power generation reach 64 billion kilowatt-hours. It can also guarantee an output of 379,200 kilowatts for the Three Gorges Project being planned downstream and the Gezhouba Power Station under construction. At the same time, it can reduce the amount of sand entering the Three Gorges Reservoir by 34.1% in the planned area. The joint dispatching with the Three Gorges Reservoir can reduce the flood diversion volume of the middle and lower reaches of the Yangtze River by 2.74 billion cubic meters.

In addition to the Xiluodu Hydropower Station, the Wudongde, Baihetan and Xiangjiaba Hydropower Stations will be built on the Jinsha River, with a total of four large hydropower stations to be developed and constructed.

China Power Investment Group Corporation has established the Jinsha River Downstream Hydropower Development Company as the construction owner of the four cascade power stations to implement cascade rolling development.

The Jinsha River is the upper reaches of the Yangtze River, with a total length of 3,364 kilometers and a basin area of ​​473,200 square kilometers. The Jinsha River is rich in hydropower resources, with a reserve of 112.4 million kilowatts, accounting for 1/6 of the total hydropower in the country, and the exploitable hydropower resources reach 88.91 million kilowatts. It is the largest hydropower base with an important strategic position planned in the country.

In addition to the installed capacity of the Xiluodu Hydropower Station of 12.6 million kilowatts, the installed capacity of Wudongde is 10.2 million kilowatts, the total installed capacity of the Baihetan Hydropower Station is 16 million kilowatts, and the installed capacity of the Xiangjiaba Hydropower Station is 6.4 million kilowatts.

The total installed capacity of the four large hydropower stations on the Jinsha River is 45.2 million kilowatts, and the average annual power generation is about 210 billion kilowatt-hours.

According to Liu Tao's plan, these four large hydropower stations will be completed in the next ten years or so, and all of them will be completed by the millennium.

The static total investment is 60 billion yuan, and the total project investment is 120 billion yuan, involving about 400,000 immigrants, arranged to Cambodia and Laos.

Compared with the Three Gorges Project, these four hydropower stations involve much fewer immigrants.

The entire expert group review meeting lasted for two days and reviewed from all aspects.

And this is just a review meeting for the feasibility study report, mainly for project establishment.

The other three hydropower stations have completed the project establishment, and Xiluodu is naturally no exception. The Development and Reform Commission officially approved the project establishment of the Xiluodu Hydropower Station.

After all, the money invested in the construction of the Xiluodu Hydropower Station does not come from the national treasury, so the Development and Reform Commission will naturally not be too strict in this regard.

As for the technicality, that is the business of the Ministry of Water Resources and Electric Power.

The Xiluodu Hydropower Station is not a big deal, because what everyone is arguing about is not the four large hydropower stations on the Jinsha River, but the Three Gorges Hydropower Station project!

Or, it can also be called the Three Gorges Project!

Compared with the Three Gorges Project, although the total installed capacity of the four large hydropower stations on the Jinsha River even exceeds the Three Gorges, it is more than twice the installed capacity of the Three Gorges Hydropower Station.

However, the Three Gorges Project is far more well-known than the four large hydropower stations on the Jinsha River.

The four large hydropower stations on the Jinsha River are located in the upper reaches of the Yangtze River, involving a total of nearly 400,000 immigrants, and there are not many cultural relics, but the Three Gorges Project is different, involving all aspects.

From 1919 when Sun Yat-sen proposed the construction of the Three Gorges to the present, it has gone through nearly 70 years, and the conception, planning, and technical battles of the Three Gorges Hydropower Station have been intermittent, but have never been interrupted.

Even the Gezhouba Water Project in 1970 could be built, on the one hand to solve the problem of electricity supply in Central China, and on the other hand to prepare for the Three Gorges Project.

In recent years, as economic construction has achieved great results, the planning of the Three Gorges Project is also underway, and the discussion in the industry is very hot, and even the society is very concerned.

The many problems caused by it, such as resettlement of immigrants and environment, have made it always accompanied by huge controversy from the moment of its construction.

The Three Gorges Hydropower Station has more than ten functions, including shipping, power generation, planting, etc. The benefits are naturally self-evident. Otherwise, the national level would not have always thought about building the Three Gorges Hydropower Station for decades.

However, there are also many disadvantages in the construction of the Three Gorges Hydropower Station. For example, the investment is very huge, such as involving a large number of immigrants, which will flood 20 districts, counties (cities) in Jingchu Province and Shancheng. The population of the directly flooded area is about 850,000, and the housing area is 34.7315 million square meters. There are 2 cities, 11 county towns, 116 towns and a large number of industrial and mining enterprises, port terminals and other infrastructure that need to be fully or partially rebuilt. The total number of immigrants will exceed one million.

In addition, there are environmental problems, many cultural relics and monuments will be submerged, etc.
