The problem of oversupply of college students does not exist in the Austrian Empire, because it promotes elite education and the university enrollment rate is only about 1%.

Considering the number of people who actually receive education in the Austrian Empire, the number of college students in the Austrian Empire is less than one thousandth of the total population, and more than half of them are nobles and rich children who rely on their families to get diplomas.

In addition to public schools and church schools, in order to improve the education system of the Austrian Empire, Franz also wants to set up aristocratic schools to harvest the rich.

For those private schools that are for profit, they should be banned and closed down.
