Gotham Police Department is a magical place. It always looks busy, and the detention cells are never empty, but when it's time to get off work, the police magically disappear.

Qi Shan shrugged, not even opening his eyes, looking completely uninterested. It couldn't really be blamed on him; even though he had his own purposes, he couldn't underestimate the quagmire that was the Gotham Police Department after so long.
Major crimes were basically nonexistent. Even if they received intel, the police department wouldn't dare interfere. The channels that could really generate huge profits had already been divided up by the two major gangs.
Occasionally, a few ambitious newcomers would emerge, making a big splash and raking in the profits.
The rest were just scattered soldiers and stragglers who couldn't make it to the big stage, their numbers as plentiful as carp crossing a river, but the amount of money involved in their crimes would never exceed a thousand dollars.
All the cases Qi Shan had handled for so long were like this, and even the best patience would have been worn down.
Bob chuckled: "It's the news you've been waiting for, Red Hood!"
Before Qi Shan could speak, Sophia suddenly jumped up.
"Red Hood Gang intel, let me see!"
"Nothing to see, just that these guys are taking action again. Last time they robbed the Gotham International Bank, and this time they've set their sights on the City United Bank. I heard they robbed the Development Bank before, but another precinct took over that case!"
